The VitalSource PDF viewer presents each page of the PDF as a separate HTML document, consisting of one high-resolution image of the PDF, plus a bunch of data about the page and its text content in a Githubissues.

I'm the person who wrote the code. We're in a meeting giving VS the update that we're ready to roll this out in a limited pilot for the Spring. We've already learned from profs that having H will prompt them to force students to opt-in/buy the textbook via VS, so we're adding real value to their business.
