Open groups for publishers

As a publisher I want to have authoritative, open, named groups that show on my site, that anyone can read or write but that I can moderate, so that I can separate distinct conversations into their own spaces and prevent abuse.

I've split this epic up into several smaller stories so far (some of these will need splitting up further):

• Minimal open groups on publisher sites
• Grouping groups by publisher

• Admin page for creating open groups
• Activity pages (for the open-groups-for-publishers use case only)
• Groups menu display and sort order rules

There was already an existing issue for adding annotation counts next to groups.

What's the relationship (if any) of the 3rd-party machinery to this proposed machinery?

For example, could CNN (using 1st-party tech) and eLife (using 3rd-party tech) both implement open groups?

I'm thinking we'll make it work for first-party accounts and first-party groups first, and not worry about the case of third-party yet.
