As a user, when using Chrome, I would expect to use the latest and greatest PDF reading available.
Currently, we are shipping PDF.js v1.0.473, but after we add support to the latest version (v1.0.712) (https://github.com/hypothesis/vision/issues/111), there is no reason why not to ship that instead.
The new version has one month worth of fixes and optimizations. (Stats: 13,731 additions and 8,854 deletions.)
