Chrome extension: support annotating local HTML documents #136

Currently, we can annotate local PDF documents, but not local HTML files. As a user, I would expect both formats to work.

So, I'm with @tilgovi on this one. It's not that it's an inconceivable use case, it's just that it's a low probability one that I have never encountered a request for personally. My vote, in the interest of having a more well tended issue garden is to kill this one and #137.

If people want this, we can always tackle it. For now, we have plenty to do.

Isn't it part of the goals of the vision repo to store stuff which we don't plan to tackle right away?

It's the "right away" bit that's the key modifier for me.

If it's obvious that people want it and we realize the utility of it, then lets create a card for it. If no one's asking for it and most of us are scratching our heads about whether we personally would ever use it, then maybe we should wait until one of those things changes.
