Thanks for opening this issue, Dan. It's really important for W3C that our interfaces are accessible, so we welcome any improvements in the H. Annotator system we've deployed experimentally. I thank you for your work in reflecting all spec annotations on our mailing list, which already overcomes a significant barrier towards accessibility. All conversations using this system are open and inclusive.
But I agree we can do better. Ultimately, I'd like to see the annotation interface itself be accessible, not only for reading annotations, but for creating new annotations. I've asked some accessibility experts for help here, as well.

I'd like to be able to use a screenreader to navigate annotations and use the hypothes.is application.
This is a stub for a phase one effort to make the hypothes.is web application more accessible for users with disabilities using screenreaders, possibly using ARIA and other techniques.
