There are many reasons why tags might want to be autogenerated, or easily referenced:

A user uses the same tag frequently, and might want to permanently or temporarily make it a default for any annotation.
A publisher wants anything annotated on their site to have a certain tag
A page author wants to have annotations on their page created with a tag by default.

This could be accomplished a variety of ways. This is a stub to explore those.

"Default tags" support is already mentioned in https://github.com/hypothesis/h/issues/552 (Settings for highlighting mode)

Will I be able to add custom tags in one go from api so that I would be able to show prepopulated list of custom tags when annotations are created.
