Description

Problem solved

Allows a user to remove content that they no longer need or that was created in error.

[x] Phase One:
- Allows an annotation and comment to be deleted by the creator.
- If the annotation is public and has public replies then an annotation can only be redacted.
- Redaction allows a redaction comment to be applied. And removes the user data.

Bump. Re-evaluation of redaction. Do we want to do this now? Or can we mark this complete?
