nix: inputs: add new hyprlang flake #5

This PR is a partial feature addition. Existing config writer has not been validated with the new syntax, there is one breaking change specifically with input device settings. This PR will be merged when compatibility is validated. The first commit will be cherry-picked on master, any others are pending.
