didnt try on 0.39.1 but after restarting session gpu = 84 Mib for igpu = 400Mib
You can try downgrading from the archlinux archive: https://archive.archlinux.org/packages/h/hyprland/hyprland-0.39.1-5-x86_64.pkg.tar.zst
Try something to diagnose the root of your issue.
I have the same problem with an AMD RX580 card and the Git version of Hyprland.

I have nvidia gtx 1650 and amd ryzen 3550h. After installing hyprland Whenever i watch to igpu's load its 100%. But nvidia card is 4-5%. When I connect external screen i have big latency for mouse on it. (4k 50hz screen (idk why its not 60 maybe because of cable or smth else )) I can't understand why is my igpu is 100% everytime. laptop : Asus Tuf Gaming FX505DT
