[ ] test the vectornav interface to ensure data is coming in from CAN correctly
[ ] write and do a simple smoke test for the PID TV controller.

If we don't want to merge this soon, we should make the PID_TV dormant and merge it anyway, there are a lot of changes such as the VN_Interface and setpoints forwarding that should be on main rn rather than exclusively in your branch. I can also merge these into advanced_torque_controllers since I already have some PID_TV changes in there. If we get launch modes tested tonight, we should be able to merge them.
