Implement the PID powerlimiting strategy cooked up by luke to test for FSI.

Changing this to be a 'dumb' powerlimit based on the previously found 63kw mechanical limit. Can investigate PID powerlimit later, or can just improve dumb limit by adding a lookup to the motor and inverter's efficiency/speed table.
