CASE

[RCMast3r]

This PR contains all the commits that were pulled off of master.

These commits will be squashed before merge and will contain the ht08-v1.1.1 changes.

summary:

• updated CASE version (45)
• keeping of the tc mux safety checks
• the preliminary param server integration (has some of the changes from the param server branch, but is not up to date fully and is commented out)
• updated telem with mcu adc values
• steering system updates and testing
