remove Parallel_Clusters.md? #288

Redundant to the Start_Dask_Cluster scripts in here: https://github.com/hytest-org/hytest/tree/main/environment_set_up

If so can we delete?

We may want to have a helper script for working locally - that is the only piece I see missing.

As far as I can tell, it is not used by other documents for links and whatnot.

If you think it doesn't add value or if it is distracting/confusing for readers, we can delete. Or can move to deprecated folder, as was done with the HPC information.

I just want to minimize any duplicate content that may become out of sync. I opened a PR that adds the local dask setup - so if we delete this file, no content will be lost as far as I see.
