Hytest LICENSE #298

Hytest should have a LICENSE, and the license should be CC0, which is compatible with gov developed software.

This license file was copied into the repo when the hytest-org organization was created: https://github.com/hytest-org/hytest/blob/main/doc/LICENSE.md

Now... I have no idea if that is the correct license (probably not)... but there's one in there.

Seems like it should come out of doc and live at the root of the repo? Where it is in the repo is independent of where it is in the jupyterbook, so we can put it where it makes the most sense.
