Investigate why HPC Jupyter Server isn't working #319

The Jupyter Forward and Custom Server Script options for launching compute environments do not work for me. We need to investigate why these might not work for a user and find a resolution. I'm happy to get on the phone and troubleshoot with you about this if you cannot replicate.

This is not "urgent" but fairly high priority, as we want users to be able to run these notebooks from Denali if they need to.
