c404-bias-corrected on OSN

@pnorton-usgs and @amsnyder would it be possible to get a copy of the bias-corrected c404 on the OSN? Would like to run a workflow using it locally rather than on denali/tallgrass.

We will add a credentialed copy to the OSN pod once we can set up the bucket. We will transfer it to a public bucket on the OSN pod once the official data release comes out.
