ARC and Circle: should have same edtiting dialog #30

The arc and circle are good as editing shortcuts, but the edting dialogs are different.

This should be something in which it is possible to configure any of the defining features of a circle or arc start/endpoint/center/angle and have the other values adjust (could be chosen with radio button or something). Shortcuts for 360 degree (circle) and 90 degree (corner fillt) and other
