pcbnew: footprint library wizard #47

Compared to eeschema, has a very different workflow.

  1. different chooser (starts at root, can't use bookmarks)
  2. at the end, prompts you about whether to add globally (which I think is a bad default)
  3. seems to store absolute paths, instead of relative to KIPRJMOD

The alternative of using the library manager is much more clunky, and requires typing things multiple times.

Tested on 4.0.6

I also managed to select two libraries (I think using a mix of keyboard and mouse) which wasn't my intention.

A reasonable default for 1 above, would be start in the project directory initially then use last-used directory. But also bookmarks would be good.
