I assume there's magic that makes lines that visually meet be considered meeting for purposes of fab or calculating pours.
I'd like to get out a svg layer that represents where the fr4 will be. I could write a script that removes most of the components (except for holes!) and generate a pour that definitely includes the board with an offset near zero... but that seems like a hack.
I envision this being like a special "background color" layer that you could export.
