pcbnew: "unconnected tracks: delete" doesn't #90

Discovered in 4.0.6 from Debian.

unconnected With board in this state, importing net with "unconnected tracks: delete" doesn't remove the leftovers. (There used to be components connecting them)

Net shows as [] in disambiguation chooser, as I'd expect for track in the middle of nowhere.
