Is there any possibility that a copy of this could be made, for someone that has a radio controlled Citizen, and shipped to, say for instance, Norway?

You can make it yourself - everything needed including the description of the minor hardware hack is described in detail. There were also people making YouTube videos about their antenna modifications.

If you don't feel comfortable doing that yourself, someone you know that likes electronics can certainly help.
