Add a configuration to deactivate user authentication #127

Feature Description

Users connect from sormas-stats through sormas wish to bypass the default-sormas-stats authentication.

Problem Description

Proposed Change

If the feature is deactivated, use this default authentication: user names: ars password: sormas-stats

These are the new default credentials when authenticat_user_global = FALSE in global.r file user names: ars password: sormas-stats
