All tests pass on dev. Merging back into main. Major changes:

addition of author, version and date vars to init.py
creation of setup.py and requirements.txt files
creation of separate make_sami_ap_dfs.py file
implementation of eline_ANR_min variable, & change to output filenames to include this
creation of function to explicitly compute emission line A/N
