Key changes:

Implemented automated testing for Hector
Implemented support for testing on local files
Updated export_fits to work with new I/O functions
Custom config files are now loaded at runtime as input args rather than being hard-coded in scripts
Removed old unneeded tests and scripts
Updated some docstrings
