GEOS library fails to compile #1

The reason was that a file (geos-3.8.1\tools\astyle\ASLocalizer.cpp) contained strings for localization. The encoding of the file is utf-8, but when th-e language is set to be Japanese, the compiler expects that the encoding of source files is shift-jis, and that causes an error. I've fixed it by saving the file in utf-8 with BOM.
