appveyor show success when iriclib build fails during cmake configure #21

See https://ci.appveyor.com/project/i-RIC/iricdev-2019/builds/41120694/job/tkwahehdwvmondib SWIG wasn't found but debug configuration was green. This could cause infinite build loop.
