Original shell script was re-implemented as async python

Fixes #99

[ ] Figure out lfn root and storage element that can be used for storing job input and output
[ ] add unit tests
[ ] test with dummy application
[ ] test with haddock3 apptainer image

Needed to upgrade to dirac 8.0.49 as pilot job code at https://github.com/DIRACGrid/Pilot was not compatible with 8.0.39.
