[giveaways] Countdown timer. #1

Create a toggle for bot owners to be able to have their bots edit the countdown timer every 5 minutes (for giveaways less than 30minutes of time) and every 30 minutes (for any giveaway of greater length). Maybe make these time limits customisable too? With the minimum cap being 5 and 30 minutes.

This feature has been added with a per guild setting, but the editing time is not customizable and a fixed setting.
