Context

As an Engineer I want to model lists of strings using PG Arrays not their own models

Changes proposed in this pull request

ChatMessageRatingChip replaced with PG ArrayField on ChatMesageRating
migration test added

I have ignored the fact that the downloadable CSV has changed field names
