In Debian the copyright file is never compressed see https://www.debian.org/doc/debian-policy/ch-docs.html#s-copyrightfile

An enhancement can be made in the format of having it machine-readable as well but as can be seen it's optional. If you download the debian-policy package you will find the relevant information at file:///usr/share/doc/debian-policy/copyright-format-1.0.html
