Those links and torrent file are not belong here. Source code is checkable and verifiable, while links to external artifact storages are not. I can't vouch that links, nor torrent file, so I won't include them. Sorry.
By the way, Canonical announced some time ago that they had a permission from Adobe to redistribute PepperFlash alongside with NPAPI Flash. They are doing it in a single package: https://launchpad.net/ubuntu/+source/adobe-flashplugin.
PepperFlash version there is 21.0.0.182, was taken from unstable channel of Chrome, apparently. But I don't know whenever they will continue to distribute 32-bit version. Current stable version is 21.0.0.197, so version in that package is older than current, but is (somewhat) newer that 20.0.0.306 from Chrome 48.0.2564.116 from your link.
https://launchpad.net/ubuntu/+source/adobe-flashplugin now have a newer version, 21.0.0.213, for both i386 and amd64.
So it's no longer feasible to use that last Chrome version, since newer PepperFlash version for i386 is available. Looks like Canonical is going to update that package, although with delays.
