Working on several documentation issues for the publication milestone #88

Added documentation on data schema, configuration and deployment. Also added a change-log and JSON schema file.

The application was updated to support displaying a version for the application and a version of the data being used by the application. This should display in the bottom of the map

Clicking the link below results in a console error when not logged in:

I cannot prevent the 404 error from being displayed in the console as it is a browser level log but the app will now display "No version found" if the file is missing

Verified this changes works as expected
