Support StopFPGA #3

Commit c4c230a7163535f9a64f5ad1995983d41dfae253 removed the stopFPGA() function as the status of the system after NiFpga_Abort, function used inside stopFPGA(), is not clear.

Investigate how the system behaves and see if NiFpga_Abort() or NiFpga_Reset() could be used to add this functionality.
