Firewall unexpectedly blocks port 1723(PPTP_VPN) which is not set for when Logging - Connection Logging - Inbound sets to "If blocked by firewall"

What steps will reproduce the problem?
1.//firewall is not set to block 1723
2.//chose "If blocked by firewall" in Logging - Connection Logging - Inbound.
3.//firewall blocks port 1723 which is not set to block.

What is the expected output? What do you see instead?
//I think the firewall shold not be acting like that, because I didn't set it 
to block port 1723, I just want it to log some regular entries which is the 
firewall should blocks by default.

What version of the product are you using? On what operating system?
//Tomato Firmware v1.28.2025 MIPSR2Teaman-RT-VLAN-PPTPD K26 USB VPN-NOCAT.
//Runs on a cisco E3000.
