In the Portal Gun Mod 1.12.2 (Windows 10 GeForce 1070 i7 singleplayer), the portal gun, when used properly, can break any block it can hold into the equivalent that a diamond pickaxe (I think) would give, such as obsidian. I would expect a portal gun would not be designed to do this.
To replicate: (Please consult video, hard to reproduce). Place two horizontal portals 30 or more blocks apart. For the mining portal, place three of the blocks you want to mine behind the bottom half of the portal.
For reference:
Then, grab the block you want to mine (NOT from behind the portal, from somewhere else) and look down while moving towards the portal (difficult, consult the video). Then move the player through the portal. If done right, the block should not be at the side the player just walked through. When the player goes back to the original portal, the block you mined should appear as an item behind the original portal.
