Merge #250 and #251 into a deployer docker image (https://github.com/iExecBlockchainComputing/voucher-deployer)

Features:

deploy voucher on bellecour-fork and set VoucherHub address
deploy PoCo upgrade on bellecour-fork
test:prepare grant voucher manager roles to the voucher manager wallet

Misc:

factorize eslint config for test files
