Add 'How to contribute to documentation' to docs #255

In advance of asking people to help us with the docs in today's meeting, I've added text to the 'How to contribute to docs' page and added another page on 'How to build the docs locally'.

@jakebeal I'm confused as to why this is showing that I've changed two files/made commits that are part of develop already? I'm wondering if it's partly because I made one commit, merged develop into the branch (which included the three extra commits) made another commit, then rebased to combine my two commits.

Ah yes, I'm reading now that rebasing in this manner will change the commit hashes. I presume as GitHub is saying there are no conflicts with the base branch that this will be resolved upon merging, however.

Ok closing this one and using #256 to keep it simpler
