Add guidelines for contributers #264

As we'll be talking about the distribution at the iGEM opening weekend, there might be people that then look to contribute to the distribution. We need to add a note to the docs/readme clarifying what our current policy is: we aren't ready for lots of people to contribute yet, and we aren't allowing contributions from teams.

I think this was partially solved in #265 and has been taken over by #298 and all the other 'contributing' issues
