Implements the Contributor Covenant Code of Conduct. Having a code of conduct if one of the best practices for open source projects.

@vinoo-igem This looks good to me, but I think as an official representative you should review and decide whether to sign off as well.

Technical note: this shouldn't have affected the distribution, but did; I inspected, and it appears to be one of these ambiguity issues, so we can ignore it.
