Create a How to Contribute document #290

It would be good to have an easy way to explain the iGEM Distribution and how they could contribute to programming for newcomers.

Closing this as per discussion on Monday I think it's addressed in issues that we already have e.g. #264, #172. If there are specific things that we need to have in such a document please feel free to add them to previous issues.
