Creates the file and adds a reference, working towards having a full contributing file (#298 ).

Super basic pull request, but @jakebeal asked for review just to check that you agree it would be a good idea to have a CONTRIBUTING.md or not.

Given @jakebeal's comment in #173, assuming that having a CONTRIBUTING.md file is ok, merging.
