Similar to https://github.com/iGhibli/iOS-DeviceSupport/issues/199 I just copied & renamed 16.2 and it seems to work.

rename 16.1 not work for me

Unzip "16.1(FromXcode_14.3_beta_2.xip)" and rename to 16.3, it works for me
