Task: Read Branch Functionality

Description: Implement the functionality to allow system administrators to retrieve details of existing branch entries within the application.

Acceptance Criteria:

[ ] Implement API endpoint to retrieve branch details.
[ ] Implement API endpoint to return a list of all branches available
[ ] Secure the endpoint to ensure only authenticated administrators can access branch information.
[ ] Handle errors gracefully and return appropriate error messages when necessary.
[ ] Unit tests and integration tests pass.
[ ] Documentation has been updated to reflect changes.
