BeamCalClusterReco config
- Moved the config to a separate xml file in the HighLevelReco directory
MarlinStdReco.xml
- Set the BeamCalReco to be run under a condition --constant.RunBeamCalReco=true
- Default is set to false (no BeamCalReco)

Note that the BeamCalClusterReco processor is still created and configured (but not run) if RunBeamCalReco is false.
