Switch to using gcc and python from LCG_99 (i.e. gcc10 and python3)

Some things that still need to happen:
[x] Find all the packages that break with newer cmakes and fix them to make it possible to use INSTALL_DOC=ON

[x] LCCD (iLCSoft/LCCD#3)
[x] GEAR (iLCSoft/GEAR#8)
[x] check other packages.
[x] root 6.22/08 (probably other versions after 6.18/04) cannot be installed back into the original source directory, because the RootMacros.cmake and the RootTestDriver.cmake scripts are not copied (at all). This can be fixed by manually symlinking/copying them from the cmake/modules to the cmake directory. It is not entirely clear to me whether this is the only thing that is breaking in the in-source installation, but it is the one that is noticeable in dependent packages.
