Can not install dependencies. #3

ERROR: file:///home/user/COSTA does not appear to be a Python project: neither 'setup.py' nor 'pyproject.toml' found. Without this file I cannot install the dependencies as well as COSTA. Can you please help me with this? I found your project to be very interesting and useful. Thank you
