Zoom to Layer doesn't zoom to the specified layer but it zooms to the full extend of the map. zoom to layer

I could actually not recreate this. I went through this on each layer. Is it any specific order I would need to do? I started with with the provinces.

The only reason I see this happening is 1) Layer projection or units are not defined properly 2)Layer extent is defined wrongly. So those needs to be checked. If this still remains let us know and we will reopen the bug.
