It doesn't seem to do anything with the size of the portals. Even a 10x10 (blocks) area wouldn't clear, while all the chunks should have been loaded/generated for such a small size.
I did some further testing, and this bug also seems to be present in the 1.19.2 Fabric version of iPortals

Steps to Reproduce
Set up a inward wrapping world portal according to the steps on the wiki https://qouteall.fun/immptl/wiki/Portals.html#world-wrapping-portal . After running the /portal global clear_wrapping_border command twice, nothing seems to happen.
