XML formatter: values should only be utf8 encoded if <> utf8 #145

Thx dries! Does the encoding of utf8 characters into utf8 character introduce any kind of error or warning of some sort? Or is it just best practise to perform a check before encoding them into utf8 ?

We got some strange results in some datasets since they got encoded twice.
