Shift SimpleFan and SimpleFanLight to report % #446

This allows Siri calls to "set fan to high/medium/low" for 100%/67%/33% where it would previously report 3%/2%/1% and asking for low would try 33% and give high.

Nice! This has been bugging me but i haven't got around to looking at a fix. Let me give this a quick test and i'll get it into 3.1.1!
